How Does Your City SEE Itself?

In 2005-2007, visionPDX crafted a vision for the next 20 years for Portland OR. This visioning process involved the input of approximately 17,000 Portlandians. Here is a part of that vision, "We are a city of communities. Our distinct neighborhoods and vibrant downtown are safe, energizing civic and cultural spaces.". How does the vision your city is casting influence your decision in planting in the city, town, neighborhood and community? If your city says it is a distinct collection of neighborhoods does this cause you to pause before you plant? Will we force "one size fits all" or does your work as a missionary and missiologist require something different, distinct but instep with the vision of the community?
